If you are pushed on your BLOCK you can use all your members. This does not include any territory you have taken over, it must be the zone you registered with Franklin. Other territories you own can be defended by 7 members as mentioned above.
Members that are not verified on your roster in the gang menu CANNOT flag your gang or be included in gang activity as a member.
