EMS should wait for LEO to clear a scene before entering if the scene is known to be an active combat situation. EMS enters a scene at their own risk if it has not been cleared by LEO.
EMS arrival can not be used to kill a scene and their presence in the vicinity of active shooting does not mean that all shooting and/or robbing must stop. You may not shoot in the direction of EMS, you can not rob bodies that have already been staged for triage by EMS.
You are not allowed to remove a body from EMS custody once they have taken possession of it.
