Civilians cannot intentionally sit in high traffic areas that lead to illicit spots for the reason of robbing individuals.,
Cops are also not allowed to camp drug areas for the sole purpose of making a traffic stop and busting the subject leaving the drug area. Officers are allowed to conduct surveillance to help build a bigger case.
